Trying to re apply for the second time, but my home office website keeps taking me to stage 2, how do I re apply on home office again

I am reappying for stage 1 again, but I my home office website keeps taking me to stage 2 and not allowing me do stage 1 reapplication, how does reapplication work for stage 1, do I use a new computer with new emails or they will email me a payment link?
