Reference Letters counted as extra pages in main evidence doc?

I have 3 reference letters (besides the 3 main LORs) to support my mentoring, jury etc. experiences. However, each of the evidences (the mentoring evidence doc, the jury evidence doc etc.) are themselves 3 pages long (without the reference letter).

So now:

  1. Do I need to squeeze in my evidences such the evidence doc itself + reference letter all fit into 3 pages limit?
    OR
  2. Can the reference letter be counted “outside” of the main evidence (say, if the reference is placed on page #4 of the mentorship evidence doc)?

It is still part of the evidence so it has to be within three pages limit.
