Reapplying after rejection

I have a few questions about reapplying to the visa:

  1. Is there a limit on the amount of times I can reapply?
  2. Is there a waiting period after getting rejected before I can reapply? For example, can I reapply a month after getting the rejection?
  3. Will I have to pay the fee again?

You can apply as many times as you want, but you have to pay a new fee. You can apply immediately.

Will they consider your first application when reapplying?

No, it is an entirely new application. But if you were endorsed in some categories your first application you can always mention this in your new application.
