Potential leader and grad school

Hello,

I completed my Bachelor’s degree in 2020 and my Master’s in 2022. If I aim to apply for a global talent program in 2025 as a potential leader in digital tech, am I still eligible, or is there a cut-off period after obtaining the last degree?

Additionally, is it necessary to obtain a reference letter from someone in the UK, or is it acceptable for all reference letters to originate from the USA?
