How can I apply for this visa, because all I did not see an application button or submition

First, you apply for Stage 1 at the Home Office site https://visas-immigration.service.gov.uk/start/global-talent-endorsement.

After paying the fee, you submit your application to Tech Nation at https://technation.io/visa/apply.

After receiving your endorsement email, you apply for Stage 2 at the Home Office site https://visas-immigration.service.gov.uk/start/global-talent.
