My spouse is reapplying for Technation endorsement second time

My spouse is reapplying for TechNation Endorsement second time. Can reapply with the old recommendation letters that were submitted first time with more evidences to substantiate them? Does it suffice or the new recommendation letters are also needed as well?

The old letters will be eligible.

But consider the age of the letters as well, if it is longer than 3 months or more, the value is being depreciated.
