A Google Developer Expert, Lead Developer with ten years of experience is certainly considered a tech expert. If he has known you and your work for at least 12 months, he should be eligible.However, I would still suggest checking that his public profile such as LinkedIn is up to date, because Tech Nation won’t rely solely on what you state, they may check him up on LinkedIn.
