I think with the new update a Cybersecurity expert(Technical Skills or Role) from non-technical organisations are eligible.
You can read through a case here, of someone thought not to be eligible but had a confirmation from another person with the same role who got endorsed.
So, you appear to be eligible from the statements in the Tech Nation guidance, however it will now depends heavily on how your role, achievements, experiences and employers now align with the requirements. But in short your role “in a non technical organisations is eligible”
My advice: Get an expert to confirm your most recent employers service operandi, your roles, achievements and experiences over time to determine your suitability.
