Their guidance explains that an independent panel assesses each application on its own merits and decides whether an applicant should be endorsed under Exceptional Talent (ET) or Exceptional Promise (EP), and that this decision is ultimately at their discretion.
However, I’m curious about how this works in practice.
Realistically speaking, how often does it happen that someone applies under Exceptional Talent but is instead endorsed under Exceptional Promise? Is this a common outcome, or more of an exception? And in general terms, is there any observable pattern or ratio around ET vs EP outcomes when candidates clearly meet some, but not all, ET-level expectations?
It would be really helpful to hear from people who’ve gone through the process, assessors, or advisors who’ve seen multiple cases, especially to understand how discretion is actually applied beyond the written criteria.
