Hi

When submitting evidance, can we upload multiple documents per evidence within the 3 limit page, or do we need to merge 2 pdf files together to make it one document?

E: If I have 2 reference letters as Evidence 4 , do I need to merge these 2 PDF in to 1?

Yes, you can merge two documents and present it as a single evidence as long as it is within the three pages limit.
