@tunde1234 Yes! You can, and you can also have it as a standalone document. Personally attaching it to the evidence is what I suggest because

It create a cohesive narrative - The assessor sees the evidence and the validation (the reference letter) in one glance.

Strengthen the evidence set - It makes the evidence more robust and helps the assessor understand exactly how that person’s testimony ties into your specific evidence.
Reference letters are internal validators, validating a an evidence claim, so it’s more strategic to have them along side the evidence they are supporting. However, letters alone without strong evidence that rightly meet the criterion will do little or nothing to the evidence set.
