Can I apply for Talent after being reject for Promise and assessed as Talent with same reference letters for a new application

I applied just before the wounding up of Tech Nation under the Promise route but got assessed as a talent and got rejected. It was a big blow as i put in enormous efforts and reviewed. However

I plan to reapply but i am wondering if i can reuse the references

Yes, you can use them, provided they have not been written for more than 3 months since the time of the application. that could count against you (no evidence of this). Also, you might want to consider whether the LoRs were not substantial reasons for the initial rejection.

I think you can reuse the reference letters as long as they are written for the purpose.
