While I am aware that one has to pay for both within the same period, I will like to make sure I am following procedures, Do I apply for a Visa first then pay for health surcharge or IHS then visa. I will appreciate all responses.

You can’t pay for health surcharge without applying for visa. The health surcharge payment is a stage in the visa application process.
