In general, startup founders and CEOs are not eligible for GTV unless they were involved in fundraising and the development of the product.

I don’t think this information is correct. You can be a founder yet not raised funds or build a product but you have evidence to show our contribution to the growth of the company. There are several founders I know with GTV who have not raised fund and have CTO an other team member responsible for product development. What you should ask is what evidence did he submit in relation to the eligibility criteria?
