What does this mean

Hi All,

After submitting my Tech Nation endorsement application, I got this email
'…don’t forget you also must complete the Home Office application for endorsement on the Gov.uk website before we can process your submitted application.

I thought the next step is to get the endorsement approved before proceeding to the Home office for the Visa application.

Yes, I did pay the 456 pounds.
Is that what is referred to as the letting the home office know of my intention to apply?
