Submitting Stage 2 Application Query

As per endorsement letter it’s mentioned-

“This endorsement is valid for 3 months from the date of this notification and therefore you must submit an application for entry clearance or leave to remain (stage 2) within this period or the application will be refused”

Does submitting application means submitting online and making payment OR it also means providing biometrics within 3 months?

The visa application is complete when you provide biometric so you have to do it within 3 months.
