Applying inside vs outside the UK

I have been in the UK for over a year on a Skilled Worker Visa. I was impacted by the mass layoffs and lost my job and visa sponsorship. I am planning to apply for the Tech Nation endorsement. I will be heading back to the US in 2 weeks as that is when my 60-day grace period ends and to visit family for a few weeks.

My questions:

  1. Should I wait until I’m physically back in the US (outside of the UK) to submit my application for endorsement review? From my understanding, there is a 3-week review time (outside of the UK) vs 8 weeks (inside the UK)

  2. Can I still submit it as (outside of the UK) as I will not physically be in the UK when I get the decision on endorsement and will have to go through stage 2 as outside of the UK?
